NCO has broken the law. You have the right to sue them. You are not responsible for any family members debt, unless that debt was obtained when a dependent of yours. Can't see that being the case. If you sent a cease and desist, they broke the law. Plain and simple. You need to send a copy of your certified receipt and a letter of complaint to your states Attorney General. If NCO calls you back, simply tell them you have done so and that you will sue them for breaking the law should they contact you again. They can not do so for 2 years.

In about 30 days, Go to USlegal.com & there will be forms you can send to NCO. However, one question you state & I quote "my daughter owes the debt". Question is this. Did you co-sign for her to get a credit card? OR Did you get a credit card & add her to it so she could use it & she made the charges? If you did either of these, it needs to be paid. If she made the charges, it could be settled for a lesser amount. If you have nothing to do with the account, they should not be bothering you & there are things you can do to stop it.
